It was shorter in GSC because while they had extra space after making Johto, in fact enough to put kanto in the game too, they couldn't fit kanto in it's entirety without things missing (see: cinnibar in gsc)

Technically, Kanto and Sevii in FRLG. On that note, Birth Island and Navel Rock are also Sevii so you technically visit two regions in Emerald too

Huh, are there any ROMhacks of GSC that restore this route?

I've seen hacks that restore Viridian Forest, the Pewter Museum, Mt. Moon, Cerulean Cave, Seafoam Islands, Cinnabar Island, etc., but I don't think I've ever seen someone restore the length of Routes 12-15. Not even HGSS did it.
