This is one of those moves like Stealth Rock that isn't broken on its own, but Gamefreak had the dub idea of letting fucking everything learn it.

I still think Stealth Rock is broken simply because it stays active indefinitely unless a specific move is used to remove it.

Stealth rock should activate ONCE and then go away.
