It's not really a problem in either of the main two formats. OHKO moves are banned in smogon tiers and VGC/rating battles will most likely be Alolan-caught/bred only (the option for that exists on the make-your-own-tournament screenshot so that's probably going to be the officially instated rule). The only format that suffers will be free battle on battle spot, and passerby battles (which are already basically AG anyway considering everyone just has mega fug, 2 Primals, darkrai and a free pick of 2 extra ubers)
