At this point I don't know what to do, grinding lvl18 pokémon to get my lvl28 dudes up 10 levels would take forever. There has got to be a faster way to level them up.

I don't know if you can access the bicycle road yet, but it's a good spot to grind.
Grinding 18lv pokemon doesn't sound that bad though.
But yeah, failing to beat your rival in a standard Pokemon game is just... bad.

If you're playing with a team of 6 you should keep their levels close to eachother. Level up that Paras and Mankey and try to evolve some of your Pokemons, it gives a nice stat boost, makes everything easier.

1. You shouldn't be doing anything in saffron yet with 4 badges.

2. You have too many pokemon for where you are in the game (hence sucking up xp), cut it down to 4-5 until you get 5-6 badges.

Leave Silph Co, and go to Fuchsia City via Cycling Road. Kick every single trainers ass then clear the other route leading from Lavender Town to Fuchsia.
After that, go and fight Koga - you shouldn't be clearing Silph before the fifth gym.
Tweaking your team will also help, you don't have a lot of type coverage currently.

Also after the 4th badge: Game Casino Basement -> Lavander Town Cemetary -> Wake up Snowlax -> Poison Gym Town (forget name)

anyways you should be fine after that, a lot of people mistakenly go to saffron too early

You don't really have to balance it or anything, unless you're trying to play with a team of Rattatas. Play anything you want, you just have to keep your team leveled up. 4th Gym leader has two 29lv Pokemon and you've got a 23lv Paras, something went wrong here.
Just try using your Pokemon equally. Also, you don't have to force yourself to play a full team, you can drop 1 or 2 Pokemons if you feel like it.

It's an easy game but it gets harder the more Pokemons you want to keep in your team, and you made a mistake of not looking for other options of progress.
