I unironically like it. It isn't in my top ten, but probably in my top 30

He's a character I was mostly indifferent about (though I've always been a huge fan of Raichu,) but I've found myself maining him in Pokken and Sm4sh, so I have a fondness for him.

I understand it's a mascot but I still hate seeing it everywhere.

I used to dislike him, due to how much his face was all over Pokémon merch, but then I actually sat down and watched the anime and Ash's Pikachu grew on me! Now I like to think the Pikachu we see all over is just Ash's Pikachu saying hey!

Nothing wrong with the design, but being the face of a franchise seems to have drained it of all personality and possible attractiveness. Similar situation to Mario

Iffy. Sometimes it's cute, sometimes it's ugly/annoying.

OP's pic is one of the least flattering ones of it with the potato head shape and giant forehead. Fat pikachu > Down Syndrome pikachu.

I personally preffer raichu but pikachu is cool too. My favorite though is alola pikachu, pretty weird they gave it a ghost/fairy typing. Something about it seems a bit off but I just can't tell.

i don't know why people hate him so much just for being the mascot, i mean, he's pushed but if you compare it to other mascots like Youkai Watch and others where there's a million mascot redesigns, it isn't so bad
the closest we've got are the Pikaclones, and they are still very different from the original design

I still have my talking Pikachu plush from the 90s. Fatchu a best.
It doesn't turn on, but I'm too lazy to get the batteries replaced. It's cute on its own, though.
