Yes. I hate Lickitung as well, but Lickilicky is godawful.

Yeah, it's probably my least favourite Pokémon yet.

Nah m8 he has Own Tempo which immediately makes him pretty viable in game, not to mention the standard obscenely large movepool most Normal types have.

Hell no, Lickilicky is an amazing Pokemon with an awesome design. I even have a Lickilicky plush. It's one of the best designs we got from gen 4.
