Old Pokemon fan here, trying to move my Pokes in preparation

I think pokemon bank only works for gen 5 to gen 6. You'll need to use the poketransfer in black 2 to get the gen 4 mons to it, which could take a while due to the minigame. From there though, I think you can move them to X and Y fairly easily using the bank.

You will need a gen 5 game since you can't transfer directly from gen 4 to bank

Alternatively, if you have homebrew on your 3DS you could use save editors to move them without it

Pokemon Bank transfers from the Gen5 cart, so the flashcart's out of the picture.
You'll need to get B/W/B2/W2.

Not Op but I was thinking of doing the same, if I have gen 4 on a flash cart can I transfer pokemon to a legit copy of any gen 5 game?

You can ignore the mini game and the game will ask if you want to transfer the Pokemon you missed. Still better than migrating from 3-4, 6 mons every 24 hours.
