It was intended as gender neutral ghost thing. Gen 3 was the last generation where they didn't deliberately attempt to create waifumons. After Gardevoir's unexpected popularity with zoophiles, they've been trying to bottle that lightning ever since. While Gardevoir was not originally intended to be a "girl" Pokemon, as exemplified by Wally having one, GameFreak has since changed their stance, as made clear by the existence of Gallade and particularly Mega Gardevoir's blatant wedding dress stylings.
Ultimately Gardevoir's legacy is not that of the New Alakazam it was designed to be but the first of a long line of furry-appeal Pokemon including Lopunny, Meloetta, Gothitelle and Delphox. And for better or worse that's just how it is.
