Smogon did some estimates, School form Wishiwashi has somewhere between 150 - 200 base SpA

It's basically a fuck-strong evolution that doesn't have a beneficial ability on top of that, plus there will be ways to shut down its schooling ability.

I highly doubt it. I think a more sound prediction would be that the form wears off around 10-30% HP left. If the School Form is still pure Water and it has a high HP stat, it could likely stomach at least two super-effective attacks. Having the fish scramble after one hit would make the ability pointless.
