How do we fix cacturne /vp/?

I'd bulk him up. I actually like that you can play prediction head games with him, between Sucker Punch, Focus Punch and Drain Punch.

Alternately (and probably more effectively) give him better speed so he can get subs up before getting statused, and/or run a SubPunch set.

I like Cacturne a lot, he's just so damn slow and fragile.
