Being the same size would make even less sense for it to be the alolan form.

Alolan Raichu is 3 inches shorter than regular Raichu. Plus regional differences generally make for entirely different species when it comes to fish.

Ditto transformation serves a purpose, since it will transform into something different each time. Same with Zoroark just that it will transform from something different.

Megas are the same as Wishiwashi. I used Megazard Y in Y, but god damn sitting through than animation was such a drag that I only ended up doing it during boss battles even without me knowing how overpowered megas were at the time anyway.

While it bugs me that it's not easily distinguished, it makes sense thematically. It didn't form a posse to be an obvious target, it formed one to stay safe. If it had an obvious weakpoint, like showing the controlling fish, then it wouldn't make sense to put the effort into transforming.
