You can also do a special/mixed variant and include special moves like Thunderbolt, Surf, Grass Knot, Signal Beam, HP Ice, etc. But if you go that route, use a Timid, Naive, or Hasty nature. My advice would be to get your hands on a good surfing Pikachu and train a special variant.

Focus Punch is just about the most retarded move you could give to any Pokémon unless you're also running Substitute, but you also wanna run Volt Tackle and since you're giving it a Light Ball that means no Leftovers as well, which means you're fucked
