Diamond and Pearl were just really poorly designed games. They strictly wanted most of the old evolutions as post game content, which not only fucks over Flint (amongst others) but fucks over the players themselves if they wanted to use one of them
Platinum fixes most of the issues but I dislike Flint's ace switching to Magmortar, Bertha's switching to Rhyperior and Lucian's switching to Gallade

I think with Lance it shows that this person who is supposedly the final test of the game is using both strong Pokemon, and an entirely new type of Pokemon that the player may have never seen before. Most kids back in the day knew dragons were a type through a guide or just getting that far themselves.
