Notice how none of the animation is smooth, but comes in bursts. Pikachu appears, then freezes, then emotes, then freezes, then turns around, then freezes, then jumps to Ash.

That's called pose-to-pose. It's done a fuck ton in 2-d for being capable of generating consistent yet interesting motion. The time-span the artist here used was fine but if an entire minute of thise was used all at the same pace (not to the beat of a song either) then it would get repetitive

Look at Disney films just before the renaissance they did this shit all of the fucking time.
