Dragon type = power type
It's similar to how
Dark type =/= edgy darkness / absence of light
Dark type = fighting dirty

It would resist water which means the starter wheel is completely broken right out the gate. Mega Charizard X got away with it because they had already made starters that played with their weaknesses as they evolved and Mega Venusaur already neutralized its' fire weakness.

Dragon is considered an element, just like all of the other typings. Being a dragon type means you have an afinity for the dragon element. It doesn't literally mean you're a dragon.

It's not that complicated.
