From what I heard Wartortle was supposed to be the original version of Mew. The Gen 1 mystical Pokemon, a gentle and serene progenitor. I guess there's some kind of Asian myth about a turtle deity or something, I don't remember.

Apparently Blastoise had been decided upon as the final stage of Squirtle, but they didn't have a middle evo. So they took Wartortle's design, even though it's not thematically similar with the fluff and everything, because they needed a middle-sized turtle to bridge the gap between Squirtle and Blastoise.
