The thing I don't understand is how we see concept art for a starter, in action, with gym leaders, with ash. That's never been done before. I feel the guy may have just knew about Mallow before this. Also have we ever gotten the final evos before the middle evos. With BW we just got the official art with some of the middle guys

Well, it would make sense for the design team to spend more time designing to starters first form (the one that is revealed first and the evolution most base their initial choice on) and the final form (the evolution they spend the most time as, provided they don't face the Everstone treatment). It would make sense to design those two forms first, then focus on the middle evos.
