Probably a less organized team rocket. They don't look like the kind of team that would try to fulfill some legend in order to get a legendary and take over the world or some shit. They would probably just go for a legendary simply to gain more power.

I was thinking something like this too. Assuming the guy with the glasses is the leader, it's pretty apparent that he dresses gaudy and has some sort of money based agenda. Also despite most likely being pirates they have a modern-esque look like the punk characters from previous games. Then you consider that Hawaii has this contrast between traditional Hawaiian island culture and modern tourism and I think that's where GF is going with this.

Everyone saying world domination is wrong on so many levels. Team Skull is going for totaly anarchy, screencap it. From Team Rocket to Team Flare the design philosophy has been totalitarian, from the militarian foot soldier grunts to the Wizened Great Leader. Here we have straight up hood thugs for the grunts to the OG Guzuma with his gold bling and tribal tatoo.

Team Skull is just part of a bigger company as big as Sylph Co. and there goal is to transform Alola in a massive tourist zone with hotels and all kinds of stuff. And Skull is just a poacher gang hired to capture not only all Alolan pokemon for the black market, but also the Legendary like Solgaleo/Lunala and Tapu Koko and the other Guardians. All for money.

I know, super silly, but hey, it would pretty cool.
