Because fish are fucking boring. No water starter has EVER had to remain in the water because that drastically limits its utility and functionality. A fish starter would just end up drastically changing forms by the time it reached its final form, which both defeats the porpoise of making it a fish and goes against the starter evolution design philosophy, which tries to mimic a child/adolescent/adult pattern as much as possible.

The water starter is always semi-aquatic because it's your first mon to travel with, and it wouldn't make sense for your first mon to be a fish that can't actually walk alongside you. That being said, maybe Gamefreak will find a way around this someday. I'd like a literal fish with legs...
