Literally just pick 6 mons in the tier and start battling. As you battle you can change things according to the needs of your team.
Team biulding is all about experience in the capable roles of every pokemon, so you can make teams with good sinergy.

If by doubles you mean VGC go watch Aaron Zeng's youtube channel. He's bretty gud and it'll give you a nice grasp of the differences from singles.

I don't know if it's because it attracts better players or if teams and Pokemon have more weaknesses, but I always get my ass kicked down there compared to the upper tiers.
I wonder if it would be possible to make an "OU style" NU team filled with low-rent Landorus-T and Latios clones.

Depends on if Smogon doubles or VGC. If the latter, wait until this season is over to get into it, 2016 is one of the worst VGC years we've ever had.
In general, almost everything wants Protect, though there are definitely mons that prefer something else, like Liepard. Sashes DO help on frail utility mons like those, or things like Gengar with enough offensive power and speed that they can hold their own.
Doubles as a whole is more offensive than singles, and walling or defensive setups are a lot harder to pull off since you have two potential opponents attacking your wall at once. Refresh your memory on moves in the game, a lot of them like Tailwind, Trick Room, Fake Out, Helping Hand, Follow Me, etc, suddenly become a LOT more useful. Remember that spread moves like Hyper Voice only do 75% of their normal damage in doubles, so long as at least one side still has two Pokemon. Finally, it's not something you need to get into now, but EV spreads tend to get a little stupid as you rise up in the ladder, speed control is big in doubles so you'll often see people EV'ing just to meet certain speed tiers and assigning the rest to survive certain threats and KO others.
