Any pokemon with evolutions past Kanto are exempt. Eevee is questionable. Either the first four will get opposite types like ghost or fighting eevee, ground or rock flareon, vaporeon could switch to poison, jolteon like flareon would either get rock or ground.

Most of the Pokemon people come up with are just things they want rather than fitting areas of the island. I know Snowshrew and Snowpix don't exactly scream Hawaii, but they fit an area of the region, which is the one with the snowcap supposed to represent Mauna Kea.

Granted I'm sitting with the people who'd rather just have more ice type Pokemon be made than just shoving a bunch of Pokemon given a maker-over to substitute the lack of new ice Pokemon.
