Yeah. The max increases as you level yourself up, and you'll also start seeing higher-CP wild Pokemon. The common advice is to not bother spending stardust on Pokemon before you reach level 20, since you'll find higher-CP wild Pokemon as you level up. (Leveling slows down after 20 as the XP cost starts going up exponentially.)

Aside from CP, you can also try checking an individual Pokemon's IVs to see if it's good. See the IV rater at https://thesilphroad.com/research

Powering up a Pokemon increases the CP gauge by a certain fraction of the circle. The fraction it increases per powerup is the same before or after evolution. If you get a good Pokemon you want to power up, the common advice is to evolve first and see if it gets good moves before investing more. (Moves are randomized after evolving.)

I have finally got enough charmander candies to evolve one all the way but I have never caught one with an even remotely decent IV count.
They all have little or no attack points and at first I thought that it is because there are two evolves to go and the attack points will come later but then I caught a wild charizzard and it has shot attack as well.

I don't see dick in the way of electric pokemon. The only 2 electric types I have are a pikachu and a jolteon, one hatched and the other evolved.

I got an Arcanine that is 1674, and a Flareon that is 1441. HOWEVER, the Arcanine knows Bite and Bulldoze, and Flareon knows Ember and Heat Wave.

spawn points are based around where cell data is most often triggered. Hence spawn points become more common on paths and junctions but not so much randomly in a field. Meaning when you go out hiking in the wilderness, you won't see shit.

Beacons you can place on a gym you control, the same way you would place a lure on a pokestop. Other people nearby can see your beacon to signify the gym has room for an allied pokemon to be added. If the gym was normally out of range of a trainer's view they would be able to see it flashing in the distance.

It's so hard to build a high level gym on Instinct. The majority of the time I see Instinct-controlled gyms it's level 3 with some Fire/Water/Grass core of defenders like Exeggutor Arcanine and Vaporeon. It's almost impossible to grind prestige against a lineup like that with only one pokemon.

You said you evolved it, then powered it up, unless you're talking about a 3 stager. Either way just make sure the moveset is decent before you waste all your stardust. IVs don't mean anything if you have a bad moveset.

Placeable Trainer on the map. You leave a copy of your trainer at whatever location with 3-6 of your mons and can leave an amount of revives with them. Each revive = one extra battle.

Other players who see your trainer on the map can battle yours; they get exp for winning, you get stardust for KOing any of their mons.

More pokestops in general for ruralfags, but also more in like cafes, restaurants, pubs, ect.

I think they need to modify the xp system, give out more xp for higher CP pokemon captured, like bonus xp for high cp pokemon caught, especially with pokeballs vs great balls or ultra balls. Also, I think gyms should in general be more rewarding in terms of xp, stardust and candies, and the pokemon cp should factor in this as well.

Also, battling other trainers and wild pokemon would be neat as well.

From what I know, the Battery Saver feature turns on whenever you tilt you phone upside down (prior to enabling the feature in settings) the problem is that nothing happens whenever I tilt it. Am I doing something wrong? I've tried using Auto Rotate screen ,changing brightness to automatic and using apps that force flip the screen view. Also, are there any apps that can do the same thing as the battery saver feature.

If you have the same CP as mine then your probably have near perfect IVs. Offhand I think the IVs on the one I pitted was 13/15 Stamina while Att/Def was really high. So if yours has a few more HP it probably has 15/15 Stamina.

Even though it's an ideal moveset Aerodactyl isn't even that good with its best moves.

I was lucky enough to hatch one with those moves, good IVs, but also ~1100 CP so I can use it in battle from time to time. But Aerodactyl candy is rare as fuck so you'll never be able to power that thing up to even a semi-respectable CP level.

Update from my travels: caught an omanyte, have 280 Magikarp candies and got a single dratini, that showed up from incense, while I was in a park(which has a cubone nest) far away from the seafront. Also evolved a fair amount. Gone from 86 caught and seen to 95. I'll get there eventually.
