Those are their hands. Humans in the Pokémon world got the idea for boxing gloves after training Hitmonchan. Just like they got the idea for ice cream, garbage bags, Journey to the West, etc from other assorted Pokémon

They just have them.

Pokemon aren't animals. Sometimes they do magical shit that can't be explained. Birth is one of said magical things.

Just like how a pokemon that hovers above the ground, like Chandelure, can still be hit by ground-type moves.

Most likely.
Sawk and Throh don't have flaps of excess skin like other humanoid pokemon- they have to make those Gi's out of whatever found material is available.
They're one of the few instances of a pokemon wearing and making their own clothes.

You know I've seen two conflicting arguments:

-Polywhirl expels water out of the center of it's swirl.

-Polywhirl expels water out of it's mouth at the top of it's swirl just underneath it's eyes.

It probably spits it out of it's mouth though- I mean, that's at least 'my' opinion at any rate.

Official lore?

Pokemon are monsters, not animals. Also no one really knows where they come from. So when one of these appears it already has the gloves.
