so i recently came across a working copy of pokemon blue and pokemon stadium
my question is if i pump my pokes full of meds and rare candy them will they be weaker than if i just throw myself at the E4 over and over?

They will be weaker because they don't have full EV on all stats.
But they can still get EV after level 100, so it doesn't matter in longterm.

You can't. That the same in every gen.

That's only from Gen 5 onwards.

It worked in gen 1, although it probably wasn't intentional on the developers' part. The game recalculated stats whenever you took them out of the PC, so you could just deposit and withdraw them to get the effects of new EVs at level 100.
Gen 5 is when it was implemented as a feature rather than a weird programming quirk.
