It's immediately better than standard Persian just for STAB Sucker Punch but it needs literally any decent physical coverage moves - preferably something to get the Technician boost if it was going to keep that.

Base 70 attack and base 65 SPAtk is a death sentence to offensive viability though, and it has no viable support moves except Switcheroo. Even with a stat shuffle and some better moves I don't see it going above RU.
