Very situational pokemon, most often than not you want to send it early on singles to drop hazards, but it's speed and fairly bad defensive typing criples it against most of the offensive meta. If you want to try to sweep your only chance on singles it's to shell smash, but ain't nothing gonna let something set up. Even after a smash you aren't going to outspeed jackshit.
You can try to sweep in a trick room in doubles but then you have to make a trick room team that supports it and you can't set up with shell smash, having only the 85 offenses to use.

Maybe you can try some annoying shit in low tiers, like binding band fire spin, eruption/willow, amnesia and skull bash and hope the enemy doesn't have anything with decent sp atk.
