Most, honestly. A majority of gym leaders have nothing to do with the story and are only faced as brief (usually very easy) obstacles.

Ice, for example. I can name a couple Ice gym leaders, and I could vaguely describe them, but I could never tell you who had what gym, which gen they were in, or anything they used on their team.

I know it's a meme at this point but she really is a lot harder than the first two gym leaders. Johto gyms were pretty challenging in general. I remember the ghost gym had a hypnosis+dream eater+nightmare+curse Haunter that was tougher than the same gym's Gengar. Just annoyed by the lack of variation in some of them.
