Not really. Its looking more and more likely, but just because Ash showed up in this pic doesnt mean these two are traveling together. This seems like concept art thats trying to nail down the design of the pokemon, not art for the animators, and tossing Ash as an example trainer to show scale isnt too bizarre when you realize he's the protagonist of an anime thats been promoting the franchise for over a decade.
