Exactly, I've ad this conversation with some guys in other places.
But I doubt it would be a held item like Gems. Because not having your mega also do Z-move seems like a mis-design by GF.

I was wondering about non attacking moves. It'd look weird seeing a shuckle swim around in a torrent of water because it knows withdraw.

Hidden power might also be interesting, but I imagine that would always just be read as a normal move

Problem with FUG having z-move is that it just need to learn Dragon Dance to use dragon-type z-move. It having a set-up move with the much needed dragon stab that's not meteor.
