I like it, but it's too flawed. It does decent under Hail and Trick Room, those Blizzard's carry a punch, especially in doubles. It's Speed and typing, despite it's decent defense stats are what make the poor fellow so bottom tier.

Pokemon aren't animals. Unlike animals, Pokemon can breed outside of their own species. A 50-50 gender ratio is unnecessary when they don't need their partner to be of the same species.
