Only buy this IF you have Emerald, and of course, a DS/DSLite. It is VERY important that you have emerald. If you have this AND emerald, you'll have a much easier time catching them all in further games when you clone a bunch of the Hoenn legendaries in emerald, then transfer 6 at a time to HG/SS without that damn 24 hour wait that DPPt has. then you can transfer forward to BW/2 and further more to XY/ORAS, and even SM. With all these clones on-hand, youll be able to get anything you can possibly get via GTS.

The only thing i can say against getting it is if you already own a cheating device. If that is the case, you should just emulate HGSS.
