A Pokeball has never been shown to grow or shrink in the games so no. But then again nothing about Pokeballs makes sense in our reality so believe what you want, it doesn't really matter.

I doubt it. It seems like Pokeballs are a lot smaller in the games compared to the anime.

In the anime everyone can grip them with all fingers, while most official game art and in game footage shows trainers holding the ball with 3 fingers.
