Beedrill got a mega evolution in ORAS which makes it playable

ORAS is best, but Beedrill isn't catchable in Hoenn and the Mega Stone for it is found quite late in the game. Still, if you can trade in a Weedle and are willing to put up with a long slog of a partially useless Beedrill until you find the Mega Stone then you're all set for an actually useful Mega Beedrill.

Yes you can, either through traditional means or through the Pokebank. If you want a Mega Beedrill earlier you can trade Beedrillite from one game to another if the Pokemon you trade is holding it (does not work through Pokebank as it does not allow for trading items), but Beedrillite cannot be found in XY so you'd need access to another copy of ORAS to get the Mega Stone early.

If you don't mind romhacks twitch plays aniversary crystal gave it a large stat buff and it's avalible early.
