Because of an amazing ability and impressive stat distribution. Lurantis seems like an offensively based grass type. Even if it isn't it would need an amazing ability to be relevant when ferrothorn, chesnaught and tangrowth exist.
Don't get me wrong, I want it to be good, but as a grassfag I know unless the pokemon in question has amazing everything else, the typing is too much of a dissadvantage.

This, as a grassfag, its obvious grass is the shittiest type in the game, resisted by 7 types and with 5 weaknesses to very powerfull offensive types. The worst part is how much of an insult its best pokemon are, grass is supposed to be the support type, and we have shit like chesnaught, breloom, ferrothorn, tangrowth, serperior and venusaur all go against that by being tanks, sweepers or walls.
