Just brain storming here, a good Hail team must be able to deal with the other three weathers, along with popular non-weather teams, namely Stall and VoltTurn.

A core of Ninetales, Mega Empoleon, and Rotom-Frost provides solid coverage and utility. Ninetales brings in the Hail, Rotom burns shit and switches, Empoleon sweeps through weakened teams.

Sand would be a huge threat. Tyranitar alone scares these three shitless, being able to survive a Moonblast or Hydro.

So if Tyranitar is scary, we need a good Fighting type. Course there are no Ice/Fighting types, so we have to get creative.

Weavile is a good choice, with Low Kick dealing huge damage. It dies to a tickle however, so maybe Mamoswine's superior bulk and power would be superior.

We don't have to use an Ice type though. Mienshao stands out for three big reasons.
>Strong af with 125 attack.
>Regenerator hepls mitigate Hail damage.
>U-Turn lets it play gamjes with Rotom, rapidly building momentum.

I don't give a rat's ass if you're an 11. I'm Pogeymanning right now. And there already is an Ice equivalent. It's called Ice Body. Dewgong, Walrein, Regice, and Avalugg have it.

Bar Empoleon, the enite team is weak to Talonflame now. While Rotom can boop it with a Thunderbolt, it's far too slow and would die to Flare Blitz.

Aurorus is a great Talonflame check, able to tank a Brave Bird or Flare Blits, and kill with Thunderbolt. It could also function as a secondary weather setter.
