So how will this thing evolve? Will they keep the evolution the same, or will they change the way it evolves. Theres no ice stone either. Will it be location based like Glaceon?
Besides Feebas, I can't think of any other pokemon that has had its evolution method changed, and Feebas was a special case since contests weren't in each game.
It can easily be level based since it doesn't really break continuity by being Alola exclusive.

Simple, just make the snow route really long like in sinnoh, and put the stone all the way at the end so most people who catch vulpix get to use it a bit before evolving. That or give people a reason not to immediately evolve it

It will likely still evolve by Fire Stone. I headcanon Fire stones as being like rocks infused with the essence of heat, so perhaps people in snowy places hoard them to use as a heat source.

I think there were leaks which stated it got rid of incense based breeding. If this is the case then those random evolution methods might have been retconned as well. They'll create a ice stone for vulpix, glaceon, make leafeon finally evolve with leafstone.
