IVs are a neat genetic addition that adds depth to these monsters but should have never been discovered by players and should have never have inspired the eugenics system competitive fags developed.

They introduced "hypertraining" which allows you to train IVs.
However you need your pokemon level 100 to participate and a certain (consumable?) item to do it.
