A lot of Pokémon in gen 1 are balanced around being an RPG.
Beedril and Butterfree are shit after like the first gym or whatever but you get them very early on. If they were super powerful they would be unbalanced.

Charizard or any other starter being part-Dragon would be overpowered (defensively since there weren't any good Dragon moves in gen 1).
