It wasn't until 2nd Gen that an Elite Four and Champion was the standard.

There exists battle data on the rom for a match vs Oak where he uses the starter neither you or Blue wanted, and a well-rounded team aside from that similar to Blue's but higher level.

The game explicitly says that there was no champion before blue. When you beat lance in R/B/Y he says "Congratulations, you're the champion! Or at least you would be, if someone hadn't beaten the league before you" (paraphrasing)
