It's a dragon tree. That's it. They went for a "pun" design based on the name of various plants.

We already saw Exeggcute looks the same.

My guess is they wanted to make Exeggutor look like an actual coconut tree. They wanted an explanation for why Exeggutor all of a sudden has a long neck. I agree there are other ways they could've done this. Heck, this could've been an alternate evolution. Remember, Exeggutor normally comes from a Leaf Stone evolution. This could be it's REAL evolution, being sufficiently nourished by a tropical environment instead of being artificially cultivated in an environment not suited for it.
