This tutorial is meant for Emerald, but it explains very well the basics of RNG in Pokémon, and how you abuse it.
In the 3rd generation, there is a compass of time when you boot the gameboy that selects a first number. That number is called a "seed" and will generate a quite big number of frames, containing all the information surrounding battle events like confusion and frozen status, and a set of characteristics that make up a Pokémon in the instant you enter a battle and a frame is choosen. That characteristics are often called spreads and refer to IV's, nature, encounter slots, hidden ability and gender.
These frames run at a speed of 60 frames per second. It's hard to hit the frame in R/S, but in Emerald we can use a Synchronizer to "choose" a frame with the same nature.
In 4th and 5th gen, the way seeds are generated and frames picked is different.
