it has sand rush you dumb fuck. The problem is that its just outclassed by excadrill. Now, if it had a theoretical snow rush, and got icicle crash + EQ it could be a legitimately threatening offensive hail attacker. Especially considering that it's stealth rock neutral and has rapid spin it would actually go a long way to making hail a decent tactic.

Snow Rush Sandslash feels pointless, they even said it will have lower speed than normal Sandslash. It won't be particularly fast even with the boost.
Snow Warning Ninetales on the other hand sounds nice.
