Fairy is a type whose only purpose is counter various other types. It has no theme other than "This would be a cool pokemon to kill dragons, fighters and darkmons with!"

In other words, it's ice/fairy so it can protect itself from fighting types and no other reason.

A better question is why normal Ninetales wasn't made a Fairy-type already. It's based on the mythological kitsune so it would only make sense to make it Fairy. That's actually more than likely the reason they made Alola Ninetales Fairy.

Fairy has to do with the moon somewhat, but Psychic covers space in general (Deoxys, Jirachi, Solrock, Lunatone, Elgyem) which is why they picked it as the type for this Duo. And the reason Lunala is ghost should be obvious, it's designed to look like a skeleton.
