Electric/Bug. Pin Missle. Plus Voltturn is a cool idea.

Dark/Ghost because it used to do a curse thing. Plus it's a good defensive typing.

Psychic/Rock. Give it power gem. We can finally have a decent specially based rock type.

Grass/Ground. It really needs the coverage.

Ice/Steel because it's the only goddamned combination that doesn't give you more than 4 weaknesses, even if it means you have two 4x's.

Not sure about Vaporeon or Sylveon. One gets poison and the other gets flying, but it feels like either one could go either way.

In your scenario you still have dragon and normal and that one missing eeveelution. Maybe make an eeveelution based on eevee itself to be normal type, and make that one flying with some sort of wings or something magestic, make vaporeon be poison since its already liquid, could be something along the lines of being corroded and such.
