Basically 2 trios and a mythic. Anything more than that is overkill. I think the greatest offender are mythics. One mythic matters. Everything else feels like they want to stretch the distributions and therefor the life of the game.

Gen 1-3 good balance
Gen 4 could be fixed by cutting out Heatran completely and moving Darkrai to it's spot, leaving Arceus and Shaymin as the mythics. Also remove Phione
Gen 5: Remove genies and Keldeo (If GF really wants they could have brought him in a gen later, a la Regigigas)
Gen 6: Alright, but they're slightly lacking, maybe another trio would be good, like the Regis/beasts/birds. Or if you don't want that, have Volcarona downgraded from Mythical status as well

This pattern gives us a rough similarities between legends in a Gen, a trio, a duo, Box legend trio, and 2 mythicals; one cute, and one stronger more intimidating one. There is also a spot for a trio master. Naturally there are some exceptions, Mew and Mewtwo fit both the Mythical and the duo rule. Gen 2 only has one Mythic, and Gen 4 and 6 both have Legends that don't fit into this rule, (Phione and Keldeo/Volcanion)

I don't mind the abundance lf legendaries in Gen 3, even though I preferred having much fewer legendaries like in Gens 1 and 2.
The legendaries in Gen 3 were sufficiently unique so they didn't feel overwhelming. The Regis were a well-hidden secret to discover, Lati@s was an exciting chase, and the box legendaries were involved in the plot and the lore of the region.
I should buy Pokémon Channel some time so I can have a Jirachi in Gen 3. ;_;
