The 10 years thing was something the anime made up, we clearly see kids in game younger then that with Pokemon, and they've also never said what age your character is.

Also its been 10+ years since RGBY, despite looking the same in BW2 Red would be a young adult in that, so Shauna really would be too young for Red.
