Bayleef has a pretty great design but Meganium falls flat in my opinion. But that isn't to say it isn't a nice design, the whole line has pretty good designs.

They're not terrible.

Cynadquil is by far the cutest and best designed in my opinion. Couldn't care less about it's evolutions though.

I think people hate the Chikorita line because they are more about tanking/supporting than sweeping like Gatr and Typhlo are, and most kids back then wanted their starters to be their aces and considering grass is awful in Johto you got a perfect mix to hate a perfectly fine line.

Bayleef is pretty good but I'm not big on either of the others. They're not super bad but I don't find them to be starter quality.

There's nothing wrong with them design wise, the idea behind the evolution is just boring. On its a grass type with a bud that turns into a flower. Groundbreaking.

I might have been corrupted by sinnohbabies but I think it looks pretty bland. I mean that was okay back then when they had such low res sprites but now, I would like to see more details in the bodies otherwise it starts to look like a blob.

Chikorita is perfectly cute CUTE, Bayleef is actually pretty cool with the sharp-looking leafblade, but Meganium seems underwhelming. Maybe it needs a bigger flower, or get the leaf-blade back?

Chikorita and Bayleef are good. The issue is that Meganium drops the leaves entirely and becomes a gay ass flower-neck dinosaur with no way to use its plant aspects offensively.
