Gender ratio only matters for pure male or female species or 3:1 male/female species.

7:1 species are the way they are for gameplay purposes: to make the species more scarce by preventing breeding new offspring without a ditto.

Shitty game mechanic that was designed to make it difficult for people to just breed and trade a full set of starters early-game that is left-over from Gen 2, modern trading and internet makes this limitation attempt all but useless and like many gameplay mechanics is completely ignored in any lore, manga, anime, or most non-main games.

The pokemon looks and acts feminine in the game, it definitely acts feminine in Pokken and was clearly inspired by the anime version with all the performance/dancing references, and Serena's is confirmed to be female.

Just like how Lucario has a 50/50 gender ratio, but pretty much every appearance of it with a confirmed gender was male.
