Well, Skarmory was a super rare version exclusive in gen 2. Only found in tiny patches of grass at the very end of the game and only in silver and then crystal.
On the flip side Skarmory was super common in gen 3 on that ash mountain in both Ruby and Sapphire.
So odds are when people remember running into Skarmory they remember the gen 3 encounters first.
