In Surge's defense, his Raichu was terrific. Diglett would get destroyed by a single Mega Punch, and Raichu was usually faster. He was a bit overlevelled since your mons are usually around level 20, 24 at the very best. He was a good "boss" Pokémon, way better than Kyurem in BW2 can ever hope to be.

Making them rare has only made them some of the most forgettable mon in the series.

The second point makes no sense because the first game didn't even adhere to that and even then they could have made them less rare. For example Misdreavus(?) in Ilex at night.

Final point, it's in game. Nothing is hard and they have other pokemon to work with for example Falkner and Bugsy didn't even have hoothoot, Spinarak or ledyba which could be found before their gyms and weren't particular powerful.

This looks pretty tough. Probably priority or SR suicide lead to get rid of Archeops + Toxic stalling would be the most reliable way to take it down. If you can get Aggron out, you can set up with pretty much anything steel-type like Excadrill or Metagross. In general, the team's only answer to steel types is Earthquake, so magnet rise would help you fight without setting up, and 5/6 are weak to ice punch.
Of course, that's assuming you look at the team in advance to prepare.

It's scary-looking for sure, but the lack of status-relief and general utilitymons makes it easy enough to beat.
Honestly, I wish these hacks had a little more anti-cheese mons and better AI. Even against these tough opponents, it takes practically zero work or planning to take them down - you can breed a lv1 geodude and just keep using potions on it until the enemy runs out of pp. Then just let it faint once the enemy starts Struggling, and you can reuse the same geodude over and over again.
